A hole in the muffler and exhaust system can cause a noise and make the care sound loud. If you find the hole try to patch it or repair it. You may need to repalce the entire exhaust sytem because they rust over time. If the noise is higher up change the engine pins or spark plugs.

The best bet is to install a small muffler, something to do with the way a smaller muffler handles the exhaust makes it quieter.

It is possible to quiet a small engine by putting a good muffler on it. also keeping it tuned properly can help.

You can start off by installing a small muffler and then maybe seeing how that works with lowering engine noise. Also look up muffler silencers which reduce muffler noise immensely.
