For example the human genome, a computer program, or the English language.

Elevation is measured using a device called an altimeter. An altimeter is not actually able to measure altitude, but rather measures atmospheric pressure in order to determine the actual height of a given location.

Answering this question is easy. With complex things, you break them down into stages or parts. You analyze each part you have broken down to its conclusion. The parts are reassembled to form your hypotheysis. This hypothesis is examined to make sure the measurements are correct and plausible. The hypothesis is offered to the community for their judgement.

There are some measures of these complex thing like how well they work, by using a Liker scale, some things are hard to quantify like attitude or love so you can use a scale like strongly agree to strongly disagree scale and these now can be quantified. human genome is hard to quantify and measure.

Well if you want to measure the complexity of something look at how many different measures of that thing exist. For example, in the English language you have more than one billion words. You also have so many different types of variations of the English language including latin and variants.

Well, the complexity can only be measured by attempting to do that something or else one would never know how complex things can actually be! For me learning a new computer langauge is quiet difficult as i am so much at ease whith what i already know. And by brain just refuses to accept new things.
