How can the citizens of Arizona enact a law?

I need to understand the process so I can get involved.

The legislators make laws, not citizens. Citizens appeal to their legislators, who then propose the legislation, write it, pass it, send it on through the process and then get is signed by the governor.

The citizens of any state send legilators (lawmakers) to represent them in the state's capital or in Washington. The legislators are supposed to listen to the citizens, and act accordingly. You can initiate phone/email campaigns to lety our representatives know how you feel about the issues.
