First, is she medically healthy? If adolescent, is the issue a matter of privacy in locker rooms, etc. If neither, engage the family doctor in the discussion of physical health.

It is hard to get through to kids, so I would explain that if she doesn't exercise she will be fat and unhealthy and other kids will tease her.
