How can I prevent breakouts on my guinea pig's lower back?

He develops bumps on his skin and then chews at them, so I think they itch.

Your guinea pig most likely has skin mites, a common problem. The mites bite your pet and the resulting wounds itch. The bites may become infected, causing even more itching. There are a number of topic anti-microbial medicines and washes available. Visit your local pet store to try one of these, or contact a vet.

Breakouts can be prevented if you change the diet of what the pig eats. You have to make sure that he has more protein in his diet.

It's possible that something in your pet's food or environment is causing an allergic reaction. It may be worth trying a different type of bedding or restricting his diet for a while to see if anything you eliminate causes the symptoms to subside.

Well, if the pig has a lot of breakouts on his skin, you should feed him less meat because this may be the cause.
