It is possible for a resident of Florida to open a bank account in the United Kingdom. Proof of identification will need to be presented in order to open an account. A phone call to the branch manager will explain any further information necessary to open the account. Begin banking once the account has been activated.

You should check if the bank has an online account opening process. If not, you may not be able to do so without faxing over key identification information. The bank will need to see documentation to avoid fraud. If the site allows you to start your account online you may be able to do it without sending items.
