Unfortunately breast growth is linked to estrogen and fatty tissue. Since the only way to increase these is to gain weight there really is no safe natural way to increase breast size.
You cannot really make your breasts grow. You just have to wait for them to want to grow. It is all genetic so kick your mom in the ovaries if your breasts are not as large as you would like them.
