You could, by experimenting, but it would require lots of different ingredients to try, and possibly specially made molds if the candy is a special shape. You might be able to research for old recipes online.

In red version, go to Viridian City, talk to the old man and when he asks a question say no. Then fly to cinnabar island and walk right till you get to the water, then surf along the coast until you come across a missing no. Kill it, don't capture it and the 7th item will multiply to 999.

That would depend on the type of candy. There is also a rare candy that is played in the Pokemon game.

Go to your pc, deposit the pokemon holding in a EMPTY BOX ,exit pc. you withdraw the pokemon holding. candy in your party, you will duplicating rare candy
