You can have softer lips by exfoliating. One easy way to do this is to use a dry toothbrush and brush it over your lips lightly. You can also use a scrub made from sugar and olive oil. Just make sure to use very little oil. After exfoliating, moisturize with chapstick preferably with spf to protect your lips.

you should use different types of lip balm or chap stick. Some lip balms and chap sticks have built in lip moisturizers that will soften up your lips for what ever purpose you want.
