Is it the tire or the wheel. You can do this by spinning the wheel and focusing on the rim as it spins. If your rim is bent. This will require having the rim "trued" or replaced. If it is the tire, you either need to re-seat the tire on the rim or replace the tube.

The best thing to do about a 'wobbly' bike tire, after you are sure it securely fixed in place, is to change the tension on the spokes. With the bike tire off the ground, give it a spin. The locations where tire hit the brake pad need to be tightened slightly on the opposing pad side.

The best way to fix a wobbly bicycle tire is to tighten the screws on the spokes with a half wrench. It may also be best in some cases to remove the tire completely before performing the tightening. Make sure all tires are inflated with the appropriate pounds of air required.

Improperly inflated tubes, let all the air out, seat the tire correctly on rim and slowly add air and keep an eye on tire to make sure while its being inflated it's still remaining seated on the tire. Remove the tire/tube from the rim and put air in the tire.Replace the tubes whenever you replace the rims.
