You will need to take it to a repair shop for computer analysis. There are so many possible answers that it's impossible to even guess.

When a vehicle will not drive over a certain mile per hour, especially that low of one, it's usually the safety precaution kicking in because of the TPS going bad. TPS means throttle position sensor. Any dealership or good repair shop should be able to find the exact cause. AutoZone checks codes for free.

Most likely you have burned the clutches in your transmission. Check the fluid. It should have a red tint. If it's dark and smells burnt, you have a bad transmission.

It's possible your transmission is in "limp in" mode which will require a transmission shop. It's also possible that the catalytic convertor is plugged. You can try disconnecting the exhaust system at the manifold and taking the car for a very loud drive to see if the problem is fixed. Are any lights on in the dash?

This is generally caused by the engine computer placing the car in fail-safe mode. You'll need to take it to a dealership or professional repair shop for servicing, as it requires a specialized computer to diagnose what's wrong.

Check to make sure there is exhaust pressure coming from the exhaust pipe while revving engine. You might have a clogged catalytic converter which would hold back the vehicle.

First of all, it sounds like the Hyundai does not have true 4-wheel drive, but an all wheel drive, or a full-time 4-wheel drive system of some type. In this case, you probably do not have a transfer case. this indicates that the all wheel.
