If the walls have already been built you cannot fill them. They have to be filled at the time of installation. You could try tapping each one and filling with expanding foam but it would be difficult.

To fill your cinder-block walls, you typically need to use concrete to patch any gaps which are between the cinder blocks. Concrete is extremely tough when it dries and is flexible when it is wet. This allows it to be easily able to fit into the smallest and oddest-shaped gaps between the blocks.

You can buy sakcrete and mix it by hand, then pour it in the cinder block. If the block are not cover you can make a board over the block with four sides and order concrete and have them pour it in the block and moveing your home made box as they fill up.

Filling the walls in the garage can be hard job and maybe you'll would need engineer but you can do it yourselves. Filling the holes will make the wall stronger, and you need to use concrete t. Also you can use sand or gravel. Using rebar is better if you can't do the job at once.
