Make 1" marks along one edge of an 11" strip of paper. Bend the strip into a circle: marks on the outside. Tape it where the ends meet. Copy the 11 circular marks onto another piece of paper. Make points between each mark and there's your star.

I would draw eleven triangles in a curcular formation. Then, I would erase the lines on the bottom of each triangle to make a whole eleven sided star.

Use a pencil and a good art eraser to draw a circle. Mark eleven points around the circle's edge. Erase and redraw until the points are evenly spaced. Then extend the points outward using straight center lines. Connect the ends of these lines back to the circle, forming wedge-shaped points.

What you need first is an endecagon. an eleven sided polygon. If you are cool with unevenness, drawing twelve and erasing one is always an option. Faceting books for gemstones have a variety of different possible endecagons. Tracing a Susan B Anthony dollar is a fast way of getting a perfect endecagon.
