There are many websites where you can go and get a felony background check on somebody. Most sites offer affordable prices from 20 to 50 dollars depending on how extensive the search is. A much easier way is to head down to your local police or FBI offices.

I would contact the federal authorities and see how you can apply for this access. In order to do a background check, you will need the permission and identifying information on that person (ie: date of birth and social security number.)
