yes, t-mobile does give SIM cards! All the gsm carries have to use the SIM card otherwise they would have to be a CDMA company. You cann check locally for any other gsm companies available, i cant tell you because i dont know your location. so please tell us your location.

Yes, T-Mobile does use sim cards and it also offers CDMA phones. Many Carriers offer bot or either one of them.
