New York is part of the U. S. Law enforcement in any state works with all other states to capture fugitive criminals to their respective states for prosecution.

Every American state and possession has rendition agreements within the US and territories- you're rendited within the states not extradited. New York, as part of the US, recognizes extradition to every country that has signed extradition agreements at the International Court at the Hague, to which the US is signatory.
