Does a dishwasher and a garbage disposal have to be on its own circuit?

Usually yes; but not necessarily. Contact your-local-building-department for local-regulations, and whether your require a license/permit. Refer to the NEC/National-Electrical-Code, From a practical-standpoint, yes; usually a 15A or 20A 120VAC dedicated-circuit.

Dishwashers and disposals are normally required to be on dedicated circuits. One should always consult the manufacturers installation instructions as well as the local electrical codes to ensure a code compliant installation. Never attempt electrical work unless you are qualified.
