As with most foreign countries you do need a valid passport to enter the Philippines. You do not need a visa for stays shorter than 21 days. You can apply for a passport at your Post Office. It takes about 6 weeks for it to arrive unless you pay for 'Expedited'.

Yes, a passport is necessary for a US citizen to travel from the US to the Philippines. Generally speaking, a passport is needed to travel anywhere outside US territory, even to Canada and Mexico. Although the Philippines were very briefly US territory because of the Spanish-American War at the turn of the century, it hasn't been for a long time.

A passport is needed for travel from the USA to the Philippines. However a visa is not needed if the passport is good for at least 6 months after the date of travel to the Philippines and you have a return ticket to the U.S. or on to another destination.

Yes, you do need a passport when traveling to the Philippines. Any time you travel out of the United States a passport will certainly be required. Be sure to get your passport early as it may take a while before you get it, and you'll want to make sure you have it in time for your trip.
