In general you do not need a mouse pad for a laser mouse. Except for some very old optical mice the natural structure of common desk or table surfaces is sufficient to recognize movements. However, some material with particular flat, shiny or reflective surfaces might cause problems. Just try without the mouse pad, it might work fine.

It depends on the surface you are using your mouse. If it a rigid, plain surface then yes, you can use your laser mouse on it. But if the surface is damaged, burned, cracked or anything like that, you need to use a mouse pad because your mouse will skip.

You never "need" a mouse, exactly, however, it is always recommended that you use one, so that you have a better surface to use it on and the response of your mouse is more accurate. Your friend is right.
