No, it does not wear tires out faster, because there is no friction involves in this case, or it is so less that is not countable.

Yes they will cause a tire to wear and possibly even fail if the are under-inflated or already bad. Tire are basically a circle of rubber. As you god down the road the friction actually remove very tiny amount of rubber. The rougher and harder the surface the more the tire will wear.
