An RF Modulator is generally needed on older CRT sets without RCA, Component, S-Video, or HDMI input ports. The modulator allows you to use newer devices on older sets.

you only need an rf modulator if you have no other way of plugging in an auxilary item, such as a VCR or video game system, but you would still like to use said item on that television.

A RF modulator is needed to connect a DVD player to an older TV's coaxial antenna input without RCA or S-video inputs. It is not needed for newer TVs.
