Hornets do live under ground in burrows and I believe that wasps live under ground too. I am not sure if all wasps do, I know the yellow jacket wasp does.

If you see a big mound of dirt on the ground it is usually housing wasps or hornets. We just saw these at a rest stop in Kentucky where you walk the pets. Someone step on it and ran for dear life. This mound was about a foot long and 8 inches high.
