Ground hornets do not go dormant prior to a storm because they do not have the brains to tell the weather. A ground hornet may shelter during a storm to stop it losing its life and survive it has brains to do that, but they can not tell the weather.

Hornets, like other flying insects, will stay "home" prior to and during a storm. Strong winds can carry them and cause them to lose their sense of location, also, getting wet weighs down their wings hindering the ability to fly. They are not "dormant", just "riding out the storm".

Ground hornets, like most animals prefer to stay closer to home during a storm. The water effects their flying ability, making it pointless for them to move about.

They only go dormant at night. Hornets like many other flying insects will stay in their nest prior to and during a storm. Strong winds can carry them and cause them to lose their sense of location. Getting wet weighs down their wings hindering the ability to fly. They are not dormant, just waiting the storm to stop.
