You can use an electric nail clipper. However, many dogs are frightened by the noise. If they will not sit still, try hand held clippers.

Your ability to use an electric clipper on your dog will probably be dictated by your dog's reaction to the clipper. Many dogs are extremely nervous, especially the first time you use an electric clipper, but may adjust in time. It might be easier to get a sedative from your vet and take the dog to a good groomer.

You can use Pedipaws on the a chihuahua. The Pedipaws has a guard on it that you will not get to the qick. A nail clipper could also work just as well.

Use a dog nail clipper. You can buy them almost anywhere that sells pet supplies. Electric nail clippers can trim too much off and if you do that it can hurt the dog and cause it to bleed, possibly become an abscess.
