Can you join a community college sports team if you are not fresh out of high school?

Check with the athletic department of the community college you are interested in attending. It will depend on whether the sports group they are a member of has age requirements. I have heard of examples of community colleges having older players. But in the end, the conference by laws they are in will be the final determinant.

Yes, you can join a community college sports team. Usually you are required to try out for the team before being allowed to play.
