It means that you are trying to play a disc made for viewing in one part of the world with a player set to play discs from somewhere else. Typically a player's region can be changed at least one time. I recommend using the open source VLC media player, it tends to ignore region flags.

It means you purchased a disc from one region in the world and are trying to play it in a DVD Player from another part of the world. Many media companies region-lock their discs to prevent people from importing them to unauthorized countries. This is typically done so that they can control who as their media.

There are two different disc formats, PAL and NTSC. One runs at an average of 25 FPS (Frames per second) While the other runs at 30 FPS making them incompatible with a player that only supports one or the other. There are online conversion programs available that will convert it either way.

A lot of discs have region-locked locking them to North America, Japan, or Europe. For example, a region-locked disc made in North America will probably not work in Europe.

Nearly every produced DVD has a special code, depending on region. This message means that this DVD is from other region than your drive.
