First, the hand 'break' is a BRAKE. It is supposed to be an emergency brake that normally stops the rear tires. Second, if that issue concerns how it holds, you should check the cable that connects between the lever and the brake. It is located under the body. If the light keeps 'on' it is faulty electrical.

More than likely it's the cable that has become rusted and does not release. If you feel you don't need it, then you can cut the cable at the brake backing plate. However, if you do need it I would recommend purchasing new cables to make it operate once again.

The hand BRAKE can be adjusted by removing the console around it. You will need a socket wrench and screwdriver. Stuck rear brake adjusters could also be at fault.

It would help to know what wrong. If it stay on the cable might be bound up and sticking. If it doesn't work then it may be broken.

It depends on what year the Corolla is, but must cars have a screw somewhere near the hand brake itself that can be adjusted for tightness.
