A motherboard that does not POST usually give off a sequence of beeps. The beeps give you a general idea of what is wrong and varies depending on the motherboard. Consult your motherboard's manual. If you do not have your motherboard's manual, you can always search online for it. Manufacturers usually have an online manual for their products.

See whether it is hardware or software Problem. Switch on cooling fans,or with a fresh, clean installation of Windows by doing overheating is reduced/If you have more sticks of RAM from different manufacturers try using them one at a time in case RAM mismatch is causing the problem.

The power-supply is likely bad if the light goes on for a second, then stays on but the fan won't run, and thus the motherboard not work properly either. Make sure pins 13 and 14 on the harness from the PSU going to the motherboard are secured correctly.

The light being on is indicative that the board is getting power, however, the board may be shorting out or the memory may be bad as these are checked first.

It could be a power supply problem. One of the voltage lines could be dead. Try your motherboard on another power supply.

The motherboard light indicates the fact that it is recieving power. Try checking it with a power supply that you know for a fact works, and without any additional components installed.

Your question is not specific enough. You need to look on your motherboard and find the name of the manufacturer, and the model number.
