It depends on how much time and money you are willing to spend putting your costume together. I would suggest going as a character from Scooby Doo. The clothing is simple but still very recognizable. For example Freddy would only require blue slacks, a white polo shirt, and a red bandanna.

A few suggestions for cartoon character costumes are Ragady Anne or Andy (depending which sex you are). Or you can do something like Scooby Doo which can be worn by either gender. Other popular cartoon characters would be Batman, Popeye, Wonderwoman, Fred Flinstone or Thelma.

You could dress all in green and be the Elf from Peter Pan or Tinkerbell. My favourite cartoon figure is Obelix from Asterix & Obelix, because he is always fun. To make a costume of Aladin should also be easy. Or you could be any of the superheros like superman, batman, spiderman, iron man, etc.
