A minor is under the supervision of a parent/guardian. As such, the parent/guardian is responsible for the minor. If it is apparent that this is not the case, the court can be petitioned for an order, which will be taken up with the kid and the parents.

The rules for this vary from state to state, so you will need to double check the rules for where you live. In general, however, you can get a restraining order (or "protective order," as they are known in some states) against any person, regardless of age. Once you get it, be sure to keep it on your person.

Restraining orders can be gotten against minors as well as adults. You go through the exact same process as you would in getting one on an adult. You file with your nearest police station and then go through the court process to have the restraining order filed against the person.
