Can you conceive during menstruation?

While nothing is entirely impossible, conceiving during menstration is nearly impossible. Menstruation is the process of shedding the uterine lining which was once thicked in preparation of pregnancy. Because you did not become pregnant that month, the lining is shed (menstration) so that a new cycle can begin and the lining can once again prepare for the possibility of pregnancy.

You're supposed to only be able to conceive when you're ovulating, but there is still a chance that you could at any time, even during menstruation.

Yes, you can get pregnant during your period. A woman is capable of conception at any time during her cycle, regardless of the number of years she has been menstruating.

Technicaly you can conceive during anytime of your menstrual cycle. If you have a prolonged menstrual cycle, with excessive bleeding you should consult with your doctor to make certain that nothing is going on. Excessive bleeding can be a sign of many things and can result in iron and anemia problems.
