Adding redwood chips to your compost will make for a higher percentage of organic matter in your soil. Just know thought that the the chips will likely take a while to decompose in your soil, so if your looking for a smooth top appearance might not be the best for your garden.

No, you should not mix redwood chips with garden soil to try to make it richer. The chips are acidic, and depending on the ph of your soil could make it too acidic.

Yes but it is a long process. It takes a few years for the soil to completely transform into premium soil. You also have to add nitrogen to the mix.
