Depending on where you live, it is probably not illegal for your neighbor to take pictures of your property. (If he is peeping through your windows, it is a different story). However, if your neighbor is selling these pictures and making a profit, you may be entitled to some rights.

Yes your neighbor can take pictures of your property so long as he is located on his when he takes the pictures. It is not against the law to take the pictures. However if you feel you have reason to not want your neighbor you should seek legal counsel and perhaps file a restraining order.

Generally speaking it is perfectly legal to take pictures of property as long as you are on a public street or sidewalk. This is not allowed if they are taking pictures of people without their consent. They also cannot take pictures of your property from their own if the area visible is not visible from a public area.

It is not against the law for a neighbor to photograph your property. However, you might ask his purpose and suggest that he consult with you first as a courtesy.

It is perfectly lawful for a neighbor to take pictures of your property that is in plain view. On the other hand, if the neighbor is trespassing on your property to take pictures that would be unlawful. So if your neighbor is taking pictures from the public road, his own house, a helicopter it is lawful.
