Yes it really can rain fish under certain circumstances where water containing fish is pulled up into the atmosphere. This doesn't happen very often. Water spouts pick up all sorts of things from the water, just like a tornado does from land, including schools of fish, that get carried along until the fish drop out of the sky over land.

Technically, no. What happens is that animals are carried by waterspouts and are then extracted and fall. It looks as if they are raining.
