If you have the tools and the mechanical ability then your should be able to do it. The difficulty will depend on the car. Most are pretty easy to change.

Yes you most definitely may instal new brake pads and calipers yourself, however, and this is a very bid however. You must have some knowledge of how to cars. I have personally tried to do it but i ended up being pretty disappointed you'll better off taking it to a mechanic and paying them to fix it!
