You can go to a store,buy a highlighting box kit and follow the steps. You can also buy hair color(from a store)and if a friend is near they take sections of your hair and paint it one with a hair color brush and then wrap each piece in foil. You can also put lemon juice and go in the sun.

Yes as there are many home highlighting kits on the market. You will probably need help with highlighting the back of your hair but I have managed to do this myself when buying kits that supply you with a highlighting cap. Very dark hair may come out ginger.

You can highlight your hair at home, but it is highly discouraged because non-professionals are usually unaware of which colors best suit your hair color/skin tone and does not know the correct highlighting/coloring techniques that will help the color will grow out naturally. Instead, invest in a quality color job.
