The WIFI components comes with the PSP out of the box. What you'll need are connection "hot spots". For example, if you go to Starbucks, you will receive free wireless internet. If you are at home and you have a wireless router with active internet then you will have internet access. You can get free WIFI depending where you are.

Psp has a wireless b adapter inside of it. That means that you can connect to any wireless network that supports wireless b. In non-nerd talk, that means if you have any wireless electronics, you can probably connect it to your home network without paying anything extra. You also can connect to any wifi hotspot for free, like some cafes.

It depends on your location, you may be able to "piggy back" off of a neighbor's wi-fi connection as well as a library wi-fi or McDonald's etc...

You can get free wifi some certain local hotspots in your town. There are a lot of store and restaurants that other this so look around. Look online to see if anyone has a list of local spot in your area.
