You may be able to find somewhere to buy them from under the table, but exotic pets are illegal in California, so I wouldn't risk it.

Check with your local law agency if that is allowed. Certain pets are harmful to their enviornment which is unsafe for the community. Make sure to follow the advice of the authorities because the fines could be hefty. Some stores deal with underground illegal activity by smuggling exotic pets from overseas for a big price.

No California has a ban on any non-native exotic pets. Possession of any non-native animal has been banned since 1933 i believe and it includes birds. Importing, transporting and possesing is illegal.

Exotic pets can be bought in the United States, and in California, from a licensed dealer of licensed pets. You have to ask to see not only the health certificate but also the license before buying.
