No you cannot. HIV is not transmittable from person to person via water, even if your skin was cut. The only way you could get is by coming in contact with bodily fluids.

HIV is transfered through blood and other bodily fluids. If there was HIV infected bodily fluids in the water, and your skin was cut then there is a small possibility that HIV can be transmitted to you.

Maybe in theory, if the virus was extremely lucky, but the water would need to have a lot of viral particles in it and not sit around for more than a few minutes. So maybe HIV could get into your body, but it would not very likely be enough to cause an infection.

HIV can get into the body through a laceration if water is tainted by HIV-infected blood or other bodily fluids, but the chances are slim.
