Can anyone trace a license plate?

Law enforcement personnel have access to information that will identify to whom a license plate has been issued. This information is restricted and only used when necessary. You can imagine the resulting problems if the general public were able to look up the contact information for every attractive female or every annoying driver on the road.

Law enforcement has access to the records of the DMV to obtain information that may be helpful in resolving an identity or a crime. These records are not available to the public. The information is personal and private and must be kept secure to maintain the safety of the public.

Most states allow state citizens to do license plate searches at the DMV or similar office for a small charge. It is easiest to trace a plate if you are a police officer but most citizens should be able to do it as well.

You don't have to be a police officer but you do need a valid reason. If you have something legal against someone, report it to the Police and they will take him down.

My first thought was yes, you can. Then, after thnking a bit more, it has to be no, you have to have some sort of access to DMV record's.
