Yes they can. However, you must first make sure the Hot water heater is electrical. After making that determination you must then read the labels that should be attached to the heater and make sure the power output of the generator is greater than the power requirement of the water heater.

A generator can power an electric hot water heater. A generator cannot power a hot water heater that uses an alternate fuel source such as natural gas or oil.

It all depends on what your heater uses for power. If you have an electric heater for your water thena generator should power it.
