Can a 4-year-old girl get vaginal bleeding?

A young child can hurt herself and cause bleeding. Maybe from riding a bike or something like that. If the bleeding is heavy or does not stop after a few days a doctor should be consulted.

A young girl can exhibit vaginal bleeding which may be caused by injury such as falling hard on an object like bars at a playground, precocious puberty or early onset of puberty, vaginal infections (some sexually transmitted and others from fecal matter), and rarely cancer.

Yes, and there are many reasons this might occur. A worse case scenrio would be sexual assault. It could also indicate internal injuries. See a doctor immediately!
