There are several pet stores in Philadelphia, Pa that sell the 'Hot Dogs All Dressed' collars. 'bone jour pet supply - 53 n. 3rd st and 'fairmount pet shoppe' - 2024 fairmont ave sell the collars. In Addition, all three chains of 'DOGGIE STYLE' including the one at 1635 Spruce ST sell the collars. Also, check out the brands website.

It seems that the only local location that sells dog collars from that company is Doggie Style. Though I am sure there are many places online for the dog collars.

I wasn't able to find a store in Philadelphia that sells that brand, but there is an online retailer called Lush Comforts that sells them.
