Generally speaking small windmills are less effective compared to larger ones. Small windmills tend to be constructed with less complicated engineering.

This is a relative question. In general, larger ones generate more power per turn. However, small windmills can be placed in locations large ones cannot, like roof tops to catch updrafts in downtown skyscrapers, thus can capture power the large ones cannot. Small windmills can also turn at lower wind speeds than large ones.

I would say yes if they are accomplishing their purpose. There are windmills of all sizes at work right now generating power, pumping water, etc.
