Are muzzle loaders considered a firearm in PA?

I own several muzzle loaders and want to make sure I do not have to register them in the state in which I live.

In a lot of states, no, but in many possession of black powder itself is regulated. Call your local PD or sheriff and they can easily assist you in what firearms require a permit, a card for possession, etc. Also, your county may have it's own regulations.

Any weapon that uses gunpower to expel a bullet is a firearm. This applies to pistols, rifles, shotguns and muzzleloading rifles. In the eyes of the law the type of loading mechanism does not matter. Air compressed weapons (pumped air rifles and CO2 pistols) are exempt. However you generally do not have to register except for pistols.

A muzzle loader is not a firearm under federal law and doesn't bear the same restrictions as a cartridge-loaded gun. Check the FAQ page of the PA State Police website.
