They are legal in many other countries including Canada, the US is very strict about tobacco importation and that is why you do not see them here.

The sale of Cuban cigars in the U.S. has been prohibited since the embargo of the 1960s. You can, however, purchase them online and have them shipped to the U.S. Canada is home to a number online retailers. You can purchase and bring home (to the U.S.) a limited number for personal consumption.
