No, cellphones are not tax deductible unless you are using them for work purposes. And even then, you have to NOT be reimbursed by your company for the use and your total business deductions need to be above a certain percentage of your income.

Cellphones are tax deductible if they are used solely in the conduct of your business. The cellphone must not be the only phone available to the taxpayer. That is, if the cell phone is your only cell phone, it is not tax deductible even if it's a business expense.

For a general user, no. If you use your phone almost exclusively for work purposes, it may be possible. Talk to the person who prepares your taxes to find out if this is an option for you.
