Oh yes they are. If you are under the influence and stopped and proved to be intoxicated you are arrested and your automobile is seized and placed in the police pound. If you are alone they will call for a tow truck to come and take it. If you are accompanied by a sober individual, they may take it.

Yes they are absolutely legal if the person behind the wheel is under the influence. In all states it is illegal to operate a vehicle under the influence of alcohol. Since it is unlawful to drive drunk, if you do it, the law can take your car away from you.

Yes, they are legal. A vehicle may be seized if the driver is arrested for DUI and towed to a police impound lot.

If you are under the influence then the police can legally impound your car. Some may let someone else drive it home but it's up to the police.
