They definitely aren't as popular as they were in the 90's, but you will still occassionally see celebs photographed sporting camo pants or shorts. It really depends on the style of the pants and the fit. With a more modern fit, they could still look stylish.

No, they are out of fashion. Even if it's possible to see on the catwalk single items in military style (in terms of colour or shape), camouflage pants should be kept in a corner in your closet.
