Are baby black and yellow snakes poisonous?

Size isn't always an indication of age in snakes. It's entirely possible the animals you saw are adults. Also, coloration isn't a good way to identify them particularly if you are worried about venomous species. Many non-poisonous species mimic the colors of their more deadly relatives. It's a good policy to treat all snakes as dangerous.

Yes, black and yellow snakes, even the babies are poisonous. However, this poison is mild enough that it only affects the small rodents and insects on which it preys. Humans, consequently, have nothing to fear from the baby or adult of this species.
